This page contains activities by HCRDA in line with the strategies of the Hammarsdale and Cato Ridge Development Precincts (HDP and CRDP) to make the region a better place to invest, work and live in. It is updated regularly to track progress. HDP and CRDP will have budget from October 2026 (estimated) to drive the desired improvements once special rates are paid to them by eThekwini Municipality.

These graphics reflect the fault activity since March 2026, as reported to HCRDA. While many do remain open we are confident that we can close the bulk of them in time, and get quicker at doing so as relationships are developed and budget becomes available to support the public sector, where necessary. Developing positive relationships with the public sector, is critical to securing information and timely responses. Job titles, reporting lines and organisational structures are indicative and may not always reflect the latest organisational changes.

3. Cleaning & Greening
Routine landscaping and maintenance activities play an important role in preserving the functionality, safety, and appearance of the region. These images provide a snapshot of interventions undertaken including vegetation management, litter removal, infrastructure maintenance, and environmental improvements.
These images are updated in the 2nd and 4th week of each month.
The HDP and CRDP have scoped a number of projects for contractors to bid to undertake. Budget dependent these are the projects that will be delivered in their first financial years ending June 2027.
The projects are focused on making a significant positive visual impact on the higher traffic nodes in the region. Fair distribution of projects across the precincts so as all contributors see benefit has been considered.

Hammarsdale Fire Station | Rebuild
The demolition of the old Hammarsdale Fire Station has paved the way for a modernized facility designed to support and deliver optimized workflow efficiencies, expanded operational capacity, and a future-proof centre enhancing regional emergency response. Project completion is on track for Q1 2027.
Sewage | Hammarsdale Wastewater Treatment Works Upgrade
The Hammarsdale Wastewater Treatment Works is undergoing a major upgrade aimed at modernising ageing infrastructure, improving treatment efficiency and restoring capacity to support the area's future growth. The project includes new wastewater screening and treatment equipment, upgraded sludge handling facilities, modern electrical and automation systems, backup power generation, and improvements to supporting buildings and site infrastructure. The upgrade will replace ageing infrastructure, improve operational reliability and provide the capacity needed to support future industrial and commercial growth in the Hammarsdale precinct.
The Timeframe and budget are not made public yet, this will be updated once available.
Sewage | Cato Ridge
There are unconfirmed reports that eThekwini is scoping sewage infrastructure for Cato Ridge for 2030. Bulk infrastructure may run along Eddie Hagen, down through the open land near Value Logistics, flowing down into the Hammarsdale Wastewater Treatment Works currently being upgraded. HCRDA is working to confirm the veracity of this and will motivate strongly for bulk sewage infrastructure in Cato Ridge.
Water Supply | Capacity Upgrades
Several water infrastructure projects are being planned to strengthen the long-term water supply to Hammarsdale and the surrounding areas. A proposed Upper uMkhomazi Reservoir, currently targeted for delivery between 2032 and 2034, is expected to increase bulk water storage capacity and improve the resilience of the Hammarsdale water supply. The project was originally planned to commence much earlier but was delayed before construction began.
In addition, feasibility studies are underway for a proposed package water treatment plant between Georgedale and Camperdown, which would treat raw river water and supply the municipal reticulation network, providing additional capacity to support the Hammarsdale reservoirs. Further downstream, the Shongweni Reservoir is also being upgraded as part of the Westown development, contributing to improved water supply resilience across the region.
Rail | Transnet Rail Infrastructure Manager [TRIM]
There are reports that one or more of the newly launched Train Operating Companies (TOCs) will operate out of both Cato Ridge (confirmed in press) and Hammarsdale (unconfirmed) as early as Q1 2027. HCRDA is working to confirm the veracity of this and will share information as it becomes available.
Mr385 | Road Rehabilitation
Hammarsdale Interchange to D816 targeted completion: October 2026. The project is currently in Phase 2, where the section around Keystone Park is being tackled, with Keystone Park roads used as an alternative route. Thereafter, the remaining section from Keystone Park Entrance 2 through D816 will be completed, with the re-introduction of a Stop & Go.
D816 to Junction Mall is confirmed in principal. Proposed commencement date is October 2026, with a proposed 8 to 10 month construction phase.
R103 | Road Rehabilitation
The R103 from the Cato Ridge N3 intersection to the Mr385 at the Hammarsdale Interchange should be completed by the end of July 2026.
N3 | Key Ridge Upgrade
The N3 Key Ridge upgrades will see the bridges being completed by Q3, 2027, referred to as Phase 2. Phase 3 will see traffic move contraflow onto the Southbound Carriageway while the contractors build the new northbound lane and remove the old northbound land, reinstating it back to open land.
N3 | Hammarsdale Interchange to Bakers Transport Upgrade
The SANRAL package known as F1 will see the N3 upgraded from the Hammarsdale Interchange to roughly Bakers Transport. Targeted completion is April 2029.
Harrison Quarry was reopened by SANRAL for blasting, to acquire the necessary aggregate for this, and other, roadworks. Blasting is set to commence in August 2026 and run every second week for 24 months, or as demand requires.
N3 | KwaXimba Interchange
The proposed KwaXimba Interchange, to be constructed by SANRAL adjacent to the Engen service station on the N3, will connect to the Eddie Hagen Drive and R103 intersection. Once complete, the interchange will offer a more direct route into central Cato Ridge, complementing the existing northern and southern access points and improving connectivity for businesses, residents and freight traffic.
The interchange infrastructure is currently planned to form part of SANRAL's F2 N3 Upgrade package, which has yet to be awarded. The connecting road to Eddie Hagen Drive is expected to be delivered under a separate contract and remains in the design phase, with the final crossing solution over Harrison Quarry still to be confirmed.
